Beyond the Drone

America built the last century of military geography around platforms. The next may be built around learning.

In April, a new facility opened at Grand Forks Air Force Base. The Point Defense Battle Lab was easy enough to describe in conventional terms: another response to the increasingly difficult problem of small unmanned aircraft, another node in the accelerating contest between inexpensive airborne systems and the infrastructure expected to stop them. Five months later, that description already seems too small. The more interesting question is no longer what opened in Grand Forks, but what kind of institution may be forming around it.

For most of the modern military era, installations could be understood by what they hosted. Bombers here. Fighters there. Tankers elsewhere. Intelligence platforms in one place, training in another, logistics somewhere else. Geography followed mission assignment, and mission assignment followed force structure. The physical inventory told much of the story. That logic is now under pressure because warfare is beginning to move faster than the institutional architecture built to contain it. Software alters capability without changing the airframe. Commercial technology appears before acquisition systems can categorize it. Autonomous behavior complicates assumptions about communications, targeting, persistence, and command. Tactical adaptations can be made cheaply and rapidly enough to force expensive defensive responses. In that environment, the decisive question becomes less about which system is superior than about which organization can recognize change, test against it, absorb failure, revise its assumptions, and move first.

That is where the drone becomes less interesting than the system around it.

Unmanned aircraft were once treated as a distinct technological category, novel because the pilot had been removed from the cockpit. That novelty is fading. Their greater significance lies in what they are forcing every surrounding institution to become. Bases must think differently about defense. Sensors must contend with smaller signatures and more varied flight profiles. Electronic warfare must account for increasing autonomy. Procurement systems must confront technologies evolving on a commercial cadence. Commanders must prepare for threats that do not arrive in the familiar shape of a conventional air campaign. The drone, in other words, is becoming less a platform than an environment.

The institutions that matter most in such an environment may not be those with the largest inventory of unmanned systems, but those with the greatest learning velocity.

Learning velocity is difficult to photograph. It produces no dramatic silhouette and rarely appears as a ceremonial line item. Yet it may become one of the defining forms of military advantage. It is the speed with which an organization can move from threat to observation, from observation to experiment, from experiment to failure, from failure to adjustment, from adjustment to validation, and from validation to doctrine. The shorter that cycle becomes, the more strategically useful the institution becomes, regardless of which specific technology happens to dominate the moment.

This is why the Point Defense Battle Lab is more consequential than its name suggests. Its value is not merely that it can test sensors, countermeasures, interceptors, or tactics against small unmanned systems. Its deeper value is that it creates a place where the military can repeatedly interrogate a problem that will never remain static. Counter-UAS is not the sort of challenge that will be solved once and filed away. Every successful defense creates an incentive for the threat to evolve. Every new sensor changes adversary behavior. Every jammer encourages an alternative. Every tactical innovation produces a countermove. The real requirement is therefore not a permanent answer, but a permanent capacity to keep learning.

Grand Forks is unusually positioned for that work because its relevance no longer rests on a single platform. Over time, the region has accumulated unmanned operations, ISR experience, airspace, testing infrastructure, military-industry proximity, Grand Sky, autonomous systems activity, operational familiarity, and now a more explicit counter-UAS role. The significance does not lie in the existence of each individual element. It lies in their adjacency.

Adjacency changes the rate at which ideas can move.

An operator sees a problem. A defender interprets it differently. A red team reproduces it. A sensor developer tests against it. A contractor modifies a system. A commander evaluates the result. A training organization absorbs the lesson. A new tactic follows. None of those activities is revolutionary by itself. Their value emerges when they occur close enough together to shorten the distance between recognition and adaptation.

That is how a place acquires strategic memory.

Strategic memory is the accumulated knowledge of what has already failed, what deserves another attempt, who understands the problem, which assumptions have been disproven, where the friction points are, and how quickly the relevant organizations can be brought together again. It cannot be moved as easily as hardware. It cannot be recreated simply by constructing another building. It develops through recurrence.

A place receives one important mission because it is suitable. It receives another because the first produced useful experience. A new experiment arrives because the infrastructure already exists. Industry follows because access is easier. Additional capability arrives because the relationships are established. Leadership grows more comfortable assigning harder questions to the same environment. Over time, the significance of the place shifts from what has been stationed there to what can be understood there.

That is a different form of strategic standing.

Programs can be assigned.

Problems are entrusted.

The distinction is easy to miss, but consequential. A location trusted with a program possesses an asset. A location repeatedly trusted with problems begins to possess institutional gravity. Difficult questions start returning because prior questions were answered there. The next experiment happens there because the last one was useful. The ecosystem deepens not by proclamation, but because the logic of returning becomes stronger.

This may be what is beginning to happen in Grand Forks.

The usual local vocabulary does not quite capture it. “Hub” is too generic. “Center of excellence” sounds administrative before it sounds strategic. “Drone corridor” and “UAS ecosystem” describe the visible layer but not the emerging function. The more precise formulation may be that Grand Forks is becoming a strategic learning environment.

That matters because the next military era will be increasingly unforgiving of institutions built around fixed assumptions. Artificial intelligence, autonomy, electronic warfare, commercial sensing, distributed logistics, machine vision, resilient communications, robotic systems, and low-cost manufacturing will continue compressing the distance between experimentation and operational effect. A system can become tactically obsolete before the institution that purchased it has finished standardizing its use. The greatest vulnerability may therefore not be technological inferiority, but institutional delay.

An organization that adapts slowly can lose with better equipment. An organization that learns quickly can recover from worse equipment.

That is a profound shift in how military power should be understood.

The twentieth century rewarded scale, mass production, logistics, industrial depth, and technological superiority. The twenty-first will still reward all of those things, but increasingly alongside something harder to quantify: the ability to absorb surprise without paralysis. That ability depends on institutions capable of treating uncertainty not as a disruption to the system, but as the system’s normal operating condition.

Places capable of doing that will matter differently.

They will not simply host forces.

They will help revise them.

That may be the more interesting future of Grand Forks.

The drone itself will continue to evolve. Specific platforms will arrive and disappear. Sensors will improve. Countermeasures will change. Doctrine will be rewritten. New autonomous systems will make current categories look crude. None of that diminishes the significance of the place if the place has learned how to keep learning.

The measure of Grand Forks will therefore not be how many unmanned systems pass through it, but how often the nation returns when the problem changes. Once a place becomes valuable not merely for what it hosts, but for what it helps America understand, its strategic identity has already crossed the threshold.

  1. Very interesting! I hope we don’t go too crazy with the production of low-end drones. We should produce them by tier, starting with low-budget models for simple tasks like those in Ukraine, and then expand from there so we can easily adjust as the environment changes. I’m afraid some generals will start adding a bunch of requirements, as they often do, and drive up the cost of these drones. Once we start spending millions on a simple drone, we lose the agility to respond to new requirements.
